Georgene Louis is the Executive Director of the Isleta Gaming Regulatory Agency, (Agency). Louis is responsible for enforcing all gaming laws on the Pueblo of Isleta reservation. Governor Eddie Paul Torres is the supervisor of Georgene Louis.
The Governor’s daughter, Renee Torres, is seeking public office as a judge with the Bernalillo Metro Court. To get on the ballot, Torres had to gather signatures for her nominating petition. She was successful in collecting the signatures.
Georgene Louis helped Torres gather signatures by allowing an Internal Auditor with the Agency to solicit signatures from Agency employees during working hours. The Internal Auditor was Shannon Torres. She is also the daughter of Governor Eddie Paul Torres.
Why did Georgene Louis allow Shannon Torres to solicit signatures from Agency employees during working hours?

Isleta’s Personnel Policies and Procedures state:
“Unless otherwise provided by law, all employees shall refrain from using their positions or influence in any way for or against a candidate for public office.”
Georgene Louis and Shannon Torres used their positions as tribal employees to promote a candidate for public office. Their positions gave them unique access to employees of the Isleta Gaming Regulatory Agency.
